1 RULES
1.1 The regatta will be governed by the rules as defined in the 2013 – 2016 Racing Rules of Sailing.
1.2 Racing Rules of Sailing Part 4 preamble and RRS 40 will be changed as follows: When flag Y is displayedashore, all competitors shall wear personal buoyancy at all times while afloat except for brief periods (two 2 minutes or less) while changing clothing. Racing rule A2 will be changed to provide one discard with five completed (5) races, if fewer than five (5) races are completed there will be no discards. Racing rule A4.1 will be changed as follows: A boat starting later than four (4) minutes after her starting signal will be scored Did Not Start. Racing rule 33 will be changed as follows: During the race, “gate” marks, windward marks and offset may be
repositioned without signal for minor changes in course. Racing rules 35, A4, and A5 will be changed as follows: Boats still racing (and that do not subsequently retire, get disqualified, or get redress) 10 minutes after the first boat sails the course and finishes, will be scored TLE (Time Limit Expired). RRS 44.1 will be modified so that a boat that breaks a rule of RRS part 2, may either: take a one turn penalty prescribed in RRS 44.2 or; take a scoring penalty as prescribed in RRS 44.3. RRS A4, A5, and A11 will be changed as follows: Boats scored TLE will be scored points equal to the number of boats finishing within the time limit plus two points by the race committee without a hearing. These changes will appear in full in the sailing instructions.
2 ADVERTISING
Advertising will conform to ISAF Regulation 20.3.1.2.
3 ELIGIBILITY AND ENTRY
3.1 The regatta is open to all boats of the M-16 class design and current members of the North American M-Scow Association.
3.2 Eligible boats may enter in advance by completing the attached form and sending it, together with the required entry fee, to: Tim Faranetta 3 Bridle Path Lawrenceville, NJ 08648 postmarked no later than September 4, 2013. Registrations postmarked or received after September 4th will be subject to a $25 late fee.
3.3 On site entries will be accepted on September 14, 2013 from 0800 hours through 0915 hours.
4 CLASSIFICATION
The ISAF Sailor Classification Code 22.2.1 will apply.
5 ENTRY FEE
$70.00, which includes: $10.00 class fee; morning coffee and doughnuts; lunch; and, snacks after racing on Saturday for Skipper and Crew. There will also be a $25 late fee for registrations received after September 4th.Dinner at LYC will be extra.
6 SCHEDULE – FIVE RACES ARE SCHEDULED
6.1 Saturday, September 14, 2013- 10:00 – 11:00AM Registration, Check-In and Measurement
- 11:00 – 11:30AM Competitors Meeting & Lunch
- 11:30 AM Harbor Gun
- 12:00 PM Warning Signal, Race # 1, races #2 through #5 to follow with a 20 minute break between race #3 and #4. Awards on the south porch following racing.
- No warning signal will be made after 1630 hours.
- 6:30 PM Dinner at LYC (reservations required)
6.2 Because more than one race or sequence or races will be held on the same day the warning signal for each succeeding race will be made as soon as practicable after a day’s prior race is completed or abandoned. After a long postponement (ten minutes or more), and/or the break, to alert boats that a race will begin soon, the ORANGE line flag will be displayed (with one sound) at least four minutes before a warning signal is displayed.
7 MEASUREMENT
All boats must meet the measurement requirements of the class scantlings.
8 SAILING INSTRUCTIONS
The sailing instructions will be available no later than 11:00am on September 14, 2013.
9 VENUE
Barnegat Bay near Lavallette, NJ
10 THE COURSES
Windward/Leeward with the option of downwind finish at the discretion of the Race Committee.
11 SCORING
11.1 RRS A2 will apply as modified in 1.2 above.
11.2 The number of scheduled races is 5 of which 1 must be completed to constitute the regatta. Should wind, weather, or other conditions make it impossible or impractical to complete all five (5) races within the publicized time, the event will be terminated and the results based upon the completed number of races.
11.3 No race shall be declared official unless three or more entrants come to the starting line. 11.4 Points shall be awarded to a boat and may not be transferred except by specific written permission of the Regatta Committee.
12 RADIO COMMUNICATIONS
A boat shall neither make nor receive radio transmissions while racing. This restriction also applies to mobile telephones and GPS.
13 REQUIRED SAFETY EQUIPMENT
-Paddle
- Pump or Bailer
- Anchor
- Tow Line
- PFD
Notes: 1. Manual bailer must be a minimum of 4-quart capacity.
2. All boats must carry a towline solely dedicated to towing and/or anchoring and readily available for use at all times. Line must be at least 24' long and of sufficient strength to tow a swamped boat.
14 AWARDS
Prizes will be awarded to the skipper and crew in the top three (3) finishing boats, Top Master, and Mid Fleet award.
15 SOCIAL:
Lunch: Lunches will be provided for competitors and crew.
Post race: An awards ceremony will follow after the conclusion of racing on the south porch of the club house.
Dinner: Regatta participants are invited to attend the yacht club’s dinner for Saturday evening. Reservations are required. Please email Tim Faranetta at tim@lavalletteyc.org to make reservations.
16 DISCLAIMER OF LIABILITY
Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other
organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.
17 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a
minimum coverage of the policy limit of their homeowner’s insurance policy or the equivalent thereof.
